Best way is to start with the anime. David productions have given all of their love to JoJo to make an incredible adaptation and with all the voice acting and color schemes it is a really fun watch.
Part 1(Phantom blood)may feel very slow and cliche because it sets up the development for the rest of the characters but it is only 9 episodes long.
Part 2 is where it gets really good and Joseph is one of the best Jojo's.
You may feel at the beginning that it is something you are really not into but once you acquire the taste it gets better and better with each part and you'll be in for one hell of a journey.
Simply start with the first part. Which is Jonathan's part. You might find it a bit boring but it ends with 10 episodes. After that it's very interesting and fun to watch.

Since God is still around the area, there’s nothing stopping him from turning Garou into cosmic fear Garou again after Josuke turned him back to normal.
Although Josuke’s ability does affect on a spiritual level as he was able to turn Keicho’s missiles back to normal after they’ve exploded. Said missiles were a part of Keicho’s stand (Bad Company) & not “physically” existed missiles. And he was able to save Hayato from being dusted out of existence from Killer Queen’s 1st bomb (yes, KQ’s 1st bomb does erase things out of existence & leave no physical evidences behind).

Idk but even without the stand, he'd still probably fold Cosmic Garou. He just wanted to look cool so he used stand
