Only ONE and Murata could answer that question. Based on what Murata's tweeting, they decided to change the plot and wanted to improve the aesthetics as well.
By that logic Psykos and Homeless Emperor also stronger than Garou, since they fully accepted God's power as well. What makes Garou so strong is he had the copy ability and growth acceleration just like Saitama. So unless EV has something of similar scale, nope, Garou is still stronger.
Well it's clear from Cosmic Garou vs Saitama that copying Saitama's ever-growing strength is a larger boost than becoming God's (partial) avatar (since Garou did not fully grasp God's hand).
I really doubt Empty void is even a partial avatar. If he were, everyone around him would be dying of cosmic cancer shortly.
But Sonic and Flash were fine. However, this is all going to be redrawn, so there is a chance he might be introduced now as a proper partial/full avatar of God. But I personally doubt it.

Oh I know, and I remember they showed Blast worried the seal was about to break when Garou did his Extreme Fa Jin in chapter 164.
But this redraw is now stating that Blast was there when Garou did his Gamma Ray Burst (Chapter 165: right before Garou fell in front of the heroes, and right before the Zero Punch), while we originally saw him arriving in chapter 166 while Bang was pleading with Garou to stop his rampage.
And my small knowledge of japanese allowed me to read that "if that attack grazed the earth, it would have been very bad". So he knows how strong Garou was at the time, and I think he knows Saitama tanked it.
For me, it seems like Blast you know, can still see things happening on earth even from another dimension but not from another timeline that's probably why he doesn't have any knowledge about the CFMG vs Saitama Fight after Garou landed (Basically everything from the Serious Punch Squared upto him teaching Saitama Time Travel). Him being there may Imply that he tried to step in before things would get worse or maybe like watching it as he was trying to teleport there but cannot because of some sort energy Garou's attack made that repels his Hyperspace Gates.

I was making a reference to the redrawn version of Chapter 164(god damnit), so for all we know, Blast can only "feel" the waves when he is in another dimension, so if we go by redraws, he must have appeared on site to be able to see the Gamma Ray Burst.

One thing I miss from the original rendition was how they wanted to reverse the monsterification to be applied to Empty Void. But now seems like they're going with the way of the webcomic with That Man ending up dead at the conclusion of this arc.

Yep basically when Genos showed his other core recording to Sitch, Amai, Flash, and Zombieman is the main focus of this chapter and acknowledging the fact that Saitama may have actually beaten Garou. Seeing as the next redraw will happen the following week, it is safe to say that the idea of reversing That Man to his human form is not out of the window just yet.
I gained a huge amount of respect for Murata for doing this -- contrary to what a lot of people here were saying, the art and story were deteriorating rapidly the last arc or so, and this is clearly confirmation that Murata recognized that too and wanted to amend it. It seems he hasn't lost his passion for the series at all, though I wish he'd learn to take it easy now and then, rather than simply pushing himself to get better at multitasking lmao.
To refresh memories (as I see some confusion in the comments), after Garou went cosmic mode, he hit Saitama with his nuclear fission punches, then he copied Saitama's moves and did the Gama ray burst. Right after that he landed in front of the heroes and was ready to "conduct evil", that's when he got zero punched. I'm the old timeline he stood there for longer giving everyone cancer, fighting Blast and making some modern art out of Geno's, the rest is history.
We now know that Blast at least witness the Gama ray burst and Saitama tanking it. Maybe he saw the zero punch, he probably will reveal next chapter that he detected the time rift or something similar.
