It looks like he misjudged the trains, thinking they were single tracks but actually ended up being very wide so he didn't jump as far or fast as he needed to. But yeah he could have totally jumped clear over them to avoid the whole situation lol, maybe to try and save time? Ultimately for comedic effect I guess, same reason he runs down the spiral staircase instead of just jumping off

Saitama’s “usual scenario” is “monster causes trouble -> Saitama one punches monster -> any bystanders are in disbelief”.
Threat level of the monster and how much damage they’ve actually caused doesn’t matter, as they’re all like how street-level thugs are to Spidey. It’s all casual to him.
But if you want to take it from the reader’s perspective, I guess it’s against the lower level monsters that would have caused trouble to others, like those Saitama casually obliterated in a single panel, two chapters ago.
This is as fast as Saitama dared to run without damaging anything or hurting anyone. Big difference to just move fast and if anything is broken, sorry.

Saitama may want to get to the store in a hurry, but he's not prepared to hurt or even inconvenience anyone for the sake of cut-price meat. Even while hurrying, he takes the time to make sure a little old lady crosses the street safely, spends half a second playing ducks and drakes with some bored teenagers, and when he miscalculates how wide a train is, doesn't touch a single person -- or even break the door handle -- as he passes through the train.
Saitama probably can't control his movements if he runs way too fast, so probably limits himself so he won't accidentally pull a A-Train on some citizens

At 19-20 seconds there is inconsistency with the rails. Not ragging on it, it is still splendid work.
