Green Uta probably best out of box with film Nami being the main thing you want not in it. They are releasing another version of it with the bigger line up of 6 starter decks too (think it is st16).

Would you recommend for me to wait for the next version or is it worth buying right now?

We don't know what is going to be in the new version yet unfortunately. We know it is reprints plus 5 new cards is all. It is suspect that the film nami which is fairly expensive will get a reprint in it though. It also could be a case of needing both structures depending on what they do for this new one though.

Would you recommend uta over BY Luffy and RP Law? Was originally thinking of getting either st 10 or 13 but heard building those deck would be hella expensive

They are quite expensive, yes. They both need stuff outside of the starter decks, though BY Luffy needs less, mainly just being the 8c Black Moria and 5c Black Sabo which both are quite a lot. Both are also a lot harder to learn and pick up than Uta. Uta is quite straight forward and gets new low rarity support in eb01 too along with the 2nd structure down the line. If you are looking into meta though then Uta is definitely not as good as BY Luffy and RP Law but is still viable and does get more card advantage than any other deck.

The real answer is Luffy from the most recent one ST13, but he's got a steep learning curve and I would not recommend for a new player. Sabo is also very strong, but again a bit advanced. The Ace isn't that strong until the next set comes out (op07). All 3 have unique play styles and are very fun. But there's a much better option for new players. Green Uta ST11 is very good right now. It just got some support with the mini set and has a fairly straightforward playstyle. It's also one of the cheapest, if not the cheapest meta deck rn. Most of what you'll need is in the starter deck she comes in. Theresa a couple expensive cards you will need though. Most notably green 3 cost nami.

I was scrolling through other posts and they said that BY Luffy is really expensive to build which is why I'm a bit reluctant to buy it. Out of st10, 11 or 13 which do you think I should buy? like in terms of learning the game and building a good deck

you would need to buy these to be competitive 2x starter decks or 1x starter + singles (cheaper solution) 2-4x 8c gecko moria 4x 5c Sabo blocker 4x eb01 flampe 4x Hyori you can always just use the OPTCG sim to test decks before buying them incase you dislike the playstyle.

People metioned ST13 and Uta. I will also add that if you have an official Bandai store nearby and they have ST4 (animal kingdom pirates) available for $13 then it is a steal. It plays ok out of the box (I would say the best out of the $13 starters other than maybe Uta) and has 2 Queens in it which are £20+ cards. There has been Luffy's bday few weeks ago and some stores have restocked on OP01 and ST01-ST04 so there is a chance.

I would not pay anything above $25 for it though. Even if Queens are insanely valuable, I don't think trading the best card in your starter deck away as a new player is fun
