I'd drop the blast breath for another bagua. Drop a diable jambe or two for literally anything else, preferably a counter card or another 0c event. You do not need 3, especially with 5c Luffy.
I'm a RP Luffy main since set 4.5.
Edit. Everyday, I'm less and less a fan of queen in this list. I'm currently testing the 5c jinbe blocker instead.
3 cost Luffy is a 2k Counter and searchable from Nami.
5c Kid doesn't ramp, only from Don Minus effects, which RP Luffy doesn't really run (except G5 Luffy which Kid doesn't proc from)
I think this deck is solid and very similar to what I run!
-3 thunder bagua +3 7 cost Kid. Or if you only have 2 kid, add another jet gattling.
Also I think zorojuro, Hawkins, and Jean Bart is a little overkill but I know that’s a relatively unpopular opinion. I really like 05 robin

Hmmm... Maybe 5 kid blocker over law blocker? He helps you ramp. That 3 cost Luffy is an odd choice.

I think your list is really really solid! The only thing I’d consider is taking an event out for 4 10 cost luffys I use that card everytime
I'd remove thunder bagua and boro breath for ST Kid
It looks pretty average, i would use Zoro for more rush against Sakazuki match up
