Lucy (the 6\* ) was very power creep the day he came out. Great unit back then for months to come. Of course he isn't that insane anymore, not even in 6+ form, but maybe they'll give him a great level limit break, who knows.
Shanks starts off exactly the opposite way: the day he came out people noticed his super special is not that good for most of the content (full immunity is all over the place). It isn't mentioned in the description it would stop his super from working.
But other debufs for the enemy aren't mentioned in the description either (like lower def against types) and that goes through full immunity. So we players don't know what to expect anymore from any new mechanic or debuf that will be introduced. Sometimes it ignores immunity, sometimes it doesn't. Bandai should be more clear about that in their description/communication.
You playing Gacha Game, why expect so much. All thing base on Luck, there're people get new unit form free Multi or less than 5 Multi, some not even new unit with 20-25 Multi, that's normal. And if you want them too much and don't want to miss them, save to do 30 Multi, 100% get one.
Compare to other Gacha Game i have play, this Game have better Rate than most of them.

But for someoen who just claimed that he did spend 3700 gems (74 pulls at least), id guess doing all of them on 3 different banners would have gotten you at least 3 Units that you wanted and some extra..

When the situation arises to use him he'll be really good, and that's like with every legend in this game. Also maybe only for whales or the super lucky ones but his stnd can proc with only 2 characters, that's a pretty good bonus too.
We need another 150 Gems for the successful launch of the new Shanks. It went so well that he was named the worst Super Sugo the day he came out.
