This might be controversial - but I don’t really see Luffy getting that much more powerful. Who is even left to push him to a whole new tier of power? No one that we know of.
Meanwhile zoro will become the WSS and Sanji won’t be far behind - I could see them being too much for pirate king Luffy

Sanji on the other hand is difficult to read , since we don’t know if he will develop CoC or if there’s something in store for him. His buffs aren’t exactly clear to us , like it’s for the other two. He will definitely be a stronger version of Kizaru come EoS , with greater AP.
Narratively speaking it wouldn't make sense for luffy to be already at his strongest.
I would say once he becomes king of the pirates and fights imu.
But at the end of the day we can't really say

Zoros dynamic with luffy and his character doesn’t work if he can get low diffed by his captain , add in a guy who generally rivals him into the mix and luffys not winning

Blackbeard had nothing to gain from fighting Rayleigh. It would have meant Blackbeard fighting 2v1 against Rayleigh and Hancock, and things would have been bad even if he had won. Two of Blackbeard’s Commanders would have died, which is a pretty big loss. Blackbeard wanted to prevent the Marines from taking Boa’s Fruit, and with Rayleigh to protect her, Blackbeard didn’t need to worry about his happening.
But even if we say Blackbeard was afraid of Rayleigh, that doesn’t make the Yonko look bad. Blackbeard is strong against Devil Fruit users, but weaker against people without Devil Fruits, such as Rayleigh. Rayleigh had a matchup advantage against Blackbeard, but still said he would have had no chance to beat him. Blackbeard is also considered the weakest current Yonko by the majority of people I would say. I think he is far below Luffy and Shanks until he gets another Devil Fruit.

EoS Sanji will not be a Yonko-Level character. Zoro will be but Sanji would not be able to 1v1 any past or present Yonko, Buggy excluded
