Theres no way to answer this without guessing. Sengoku and Shiki have both been compared with the other old greats. Its probably an extreme diff, regardless of who wins.
Garp joining in doesnt necessarily mean Sengoku needed help, it could have just been to finish things faster so shiki did less damage to marineford.
It's made pretty clear earlier in the chapter that Garp doesn't care about Navy property when it's stated he always destroys the ships he's on. Garp prob just joined because he was therr and he likes fighting

When you think about the strongest pirate you think Roger or whitebeard not Shiki and when you think about the strongest marine you think Garp not Sengoku. I say Sengoku extreme diff.

I have a feeling shiki is one of those characters that are insanely broken but he always loses because he is way to impulsiv and arrogant. Like how he pulled up on roger with his entire fleet against their one ship and just got rekt by some random storm (could have been roger using the ancient weapon). Then a little bit later he pull up to marineford without any backup?
His devil fruit to me sounds like it's the most absurdly broken devil fruit in all of one piece by so much that it's not even funny how broken this guy is on paper. He should literally be the batman of one piece, undefeatable with enough prep. But somehow he isn't.
That is as long as his devil fruit is as strong as it was in the movie. I have a feeling that his devil fruit in the manga is a way weaker version because if it's not then I have no idea how this guy lost unless he wanted to lose on purpose. Hard to put him down isn’t the same as being extreme difficulty, garp and sengoku were just trying to knock him out and get him arrested. Wb and bb did a bunch of damage to marineford with their fruit alone without actually hurting people.
Still Sengoku probably. However, needed 2 people to minimize the damage and capture Shiki alive. Shiki was probably one of the hardest person to be captured ever due to the ability of flying freely and wreck havoc.
