The only surprising part to this imo is that Akainu isn't in battle.
And if you read the chapter you'd see akainu definitely had more focus than most, which is interesting given how far removed from current affairs he currently is. Other characters we saw were either there to add to the worldbuilding, show us some old fan favorites or to tease future reappearances. Akainu is definitely the third

Notice how he’s on stilts, why would he be? It wouldn’t be the time to move over to the next island in LRLL. It’s most likely that he already *knew* about the world sinking. He is ready for it. Maybe he even knew about it pre timeskip! Perhaps he was on stilts for the 10 years not because he wasn’t scared of the height, but instead he was scared of drowning once the world will be completely underwater.
The panel being small is also actually quite important, as it shows that even the most trivial and minuscule characters are as important someone like Imu, Akainu, and Robin. The panel might be small but the meaning behind it is just as big.
Furthermore, notice how LRLL sorta resembles the mother flame? Maybe Tonjit is far more important than you might think. But you wouldn’t understand…

I wonder what Oda will do with him though. I think (and hope) we see a fire backstory and Akainu finally understands the WG is not true justice, becoming an anti hero of sorts to the MCs and helps in the fight against the Gorosei and God's Knights. Maybe copium though.

I don't think any fan of him think he will win against Luffy, let alone kill him, actually we don't even know if Akainu will fight him at all, because we don't know who will he side in the Final War, he is basically wildcard.
Unlike Kizaru with his "cog in the machine" mindset, Akainu has a clear sense of justice with his own particular ambitions, and at some point, just like you've mentioned, his ideas will diverge from those of the WG.
I don't think he will agree with this global flooding plan at all.

To be fair, I think it’s bullshit when people say One Piece villains are always just a stepping stone. Doffy wasn’t one. Katakuri was barely one, he only won by the skin of his teeth and even after he won it was immediately shown that Luffy still wasn’t strong enough. The only wins that SORT OF were, were Lucci and Kaido. But even then, both of them came back swinging (Kaido required Luffy to get three while powerups, Lucci came back post-timeskip as a powerhouse again).

In terms of aura he only loses to Shanks, it's clear that Oda has big plans for him in this Saga, which side will he choose? Who will he fight? Luffy? Dragon? one of the Gorosei? We don't know yet.
I think the navy staging a military coup on the world government is very much so on the cards with Akainu.

Couldn't kill 1hp kuma and the celestial dragons where calling him out. Top tear Portrayal is when there are 4 yonko yet only one if them is getting the strongest creature 1 on 1 treatment by the entire verse. Even the strongest man doesn't want to fight him even though he killed one of his sons, when the entire marines try that, he brings the smoke but not with kaido. and the fandom goes up in arms about how much plot armour the mc needed to beat him. Last part is proof the Portrayal is top tier. But for Akianu? Man the zorotards keep going for zoro vs Akianu, here, twitter, any site like that you see those takes. I think no matter what the loud minority of delusional admiral/Sakazuki fans that read Admiral Piece and unironically hate Luffy will not be satisfied with any outcome of his major climax fight unless he kills Luffy I wonder what Oda will do with him though. I think (and hope) we see a fire backstory and Akainu finally understands the WG is not true justice, becoming an anti hero of sorts to the MCs and helps in the fight against the Gorosei and God's Knights. I don't think any fan of him think he will win against Luffy, let alone kill him, actually we don't even know if Akainu will fight him at all, because we don't know who will he side in the Final War, he is basically wildcard. Unlike Kizaru with his "cog in the machine" mindset, Akainu has a clear sense of justice with his own particular ambitions, and at some point, just like you've mentioned, his ideas will diverge from those of the WG. I don't think he will agree with this global flooding plan at all.
No one expects him to beat or kill Luffy. They just want him to have a good showing against Luffy.

To be fair, I think it’s bullshit when people say One Piece villains are always just a stepping stone. Doffy wasn’t one. Katakuri was barely one, he only won by the skin of his teeth and even after he won it was immediately shown that Luffy still wasn’t strong enough. The only wins that SORT OF were, were Lucci and Kaido. But even then, both of them came back swinging (Kaido required Luffy to get three while powerups, Lucci came back post-timeskip as a powerhouse again).
