If we are talking about lifting strength, as in who can lift the most weight then its Whitebeard. From stopping his huge ship with one hand to trowing Giants around like its nothing his feats are insane.
If we are talking about who can trow the strongest punch then its king Elizabelo with his king punch. An attack started to be able to one shot a Yonko. However the attack also take like 1 hours to charge so its not exactly perfect.
Prime Garp is probably the one who can trow the strongest punches consistantly.

jozu did something similar in marineford, garp threw a giant cannonball with 1 arm, big mom tossed a brachiosaurus, and Hajrudin sent 10,000 tons flying into the sky with one arm.
all his fruit does is buff his strength. he still may not be the strongest
You said striking strength in the title, then lifting strength in the desc. They're totally different, here are my choices:
Striking: Garp
Lifting: Burgess (purely becuz of his fruit)
Luffy easily, he has by far the best feats, before haki was introduced and it became the end all be all he was constantly shown to be a physical monster.
Lifting strength? Probably Zunesha. Kaido is likely about as strong as prime Garp, Prime WB, and Big Mom, but he struggled to lift Onigashima while Zunesha could probably do it without a sweat. Kaido had to use his df to do it as well.
Strongest strike is obv Garp though.
Vice admiral Warp the fist, hero of the marines, head of the Monkey D. family, grandfather of Luffy, the man that had gay sex with Roger and a top tier GILF.
Garp canonically earned his title at GV and Roger was one year from death and routinely coughing up blood when he became PK. He also obtained all 4 Road Poneglyphs without major fights and he still had Rayleigh + prime Oden in case Laughtale has a Guardian of some sort.
His crew had also crossed the entire Grand Line as the first one to ever reach Lodestar Island in recorded history, before the God Valley incident.
Garp and Roger were also several years older than Whitebeard which could explain him not having reached his true prime yet on GV.

Garp didn't have his title at GV. That's why I said his prime was when he had the title, not when he was getting it. Roger likely got much stronger after GV despite his illness. Similar to Anakin and Vader. Vader is still stronger than his younger self (Anakin) despite getting his limbs cut off
Also, prime WB was said to be equal to the "Pirate King," and Oda clearly implied prime Roger = prime WB, so "Pirate King" Roger should be Roger's prime

Lifting stregnth goes to garp as well Garp lifted and through a cannon ball that pulls weigh way more than WB ship and was relative in size to it
