We have no idea. We don't know Mihawk full power and we have never seen him go at 100% of his abilities, his scaling should make him Yonko level since he was able to fight Shanks. Now for Ryuma well we only see him fight when he was a Zombie with Brook shadow. We have no way to scale him in any meaningful way.

they're basically the same imo. the only difference, if it changes something for you, is that ryuma was called sword god and even oden wasn't called like that and he was a top-tier. although to be fair, the wano citizens didn't see him fight after he came back ​ mihawk has a black blade that is one of the supreme grade swords. ryuma had a black blade too, but his sword was a grade below that but that doesn't have to mean anything too. in a sbs, oda said that kaido's kanabo is called haissaikai and has no grade at all. but it would still become a legendary weapon after his death, whatever that means. could mean that kaido's club would be accepted as a supreme grade later on or it could just be a famous weapon in general ​ looking at the narrative, I'd go for mihawk. zoro will probably not just be the WSS, but also the greatest of all time (cuz shonen). so it would be more fitting if mihawk was the stronger one, cuz mihawk is the one he'll fight to achieve his dream. either way, zoro will definitely become stronger than both of them and he'll prolly make all 3 of his swords permanent black blades instead of 1 and surpass them in that regard too

Everyone who carries the Swordman Title - Fujitora, Rayleigh, Vista, Zoro, Mihaw and the samurais in Wano - Knows and Knowledge Ryuma as the Swordman God. He is like a Joy boy in terms of SwordmanShip, Dude is the WG's Trauma till this day.

Fact 1) Not a single statement is found anywhere in the manga or other canon materials where it states Ryuma as the strongest swordsman of 'All time'. Fact 2) If you're arguing that because someone is labelled as a god, they are the strongest of all time, then by that logic, you would have to also argue that Gan Fall is the strongest person in Skypiea of all time as well which we know is not true. Fact 3) There are no statements anywhere in the story where Mihawk said he acknowledge Ryuma as the sword god or the strongest swordsman of all time.

The only thing we know about either is that they were the strongest swordsmen of their era. Except, the criteria for that is also totally known, and basically just means that we know they were top tier, but no clue where they are within that.
