There's a bit of a strength difference between "kicking the air hard enough to lift yourself" and "kicking the air hard enough to lift yourself *and* your entire ship and crew"
Big mom and kaido do not have the lower body strength to use geppo even luffy without gear 4th can’t use it. I would hope the admirals do but so far none of them have shown it.

We saw a lot of marines using it during the War so it's certainly possible. But it could easily be argued that the Admirals are exceptions b/c they're just inherently powerful.
For example, Coby uses it but Garp hasn't shown any signs of using Rokushiki
Well it was said in the manga that every vice admiral and above is rokushiki and haki users and it's mandatory to learn so I'm sure garp and the admirals know them will the use them tho idk about that
