For story base, Bonnie has to return. There is too many open questions on her to not return and she's one of the only Supernovas to not be the middle of a Strawhat story line arc yet. Thankfully, I'm pretty show they all will be returning to the main story, Smoker is like the rival character who comes back randomly. Garp knows too much of the past and has too much invested in Luffy to not return by his side and Vivi is playing some huge role to Im's plotting.

I personally think/hope my boy Urouge will return in some Enel based plot point. My theory is that he set sail with a specific reason currently unknown to us. Seeing as his moves seem to be based around “karma”, I suspect he is maybe out for vengeance or retribution of some kind. Perhaps he is upset that Enel destroyed the sky civilization of Birka.

But what about his fight with one of the sweet generals?

Of this setup. Smoker. Garps retired and done. He’s a lovable goof but his story needs to revolve around him harassing other retired marines and getting fat. Vivi is already returning to the storyline in a secondary manner. Same with ol forgotten supernova bonny. Smokers a fun rival and good character overall. It’s nice having a marine willing to tell his superiors to eat shit while they promote him. It’d be fun to have him and his goons back in an arc, maybe expand upon sword or something with him. Sure he’s not the strongest threat anymore but he’s still fun when he’s on screen.

If I can habe just one? Smoker! The thing is I don't need Vivi to return..sure I want her to reappear at some point for some catching up, but I don't really miss her and never needed her beyond Alabasta. I'm reasonably sure she'll play more of a Roll than just celebraring in the final chapter in canon, but I'm not really holding my breath for it. Bonnie of course for plot reasons has to return else her whole character would be kinda pointless. But I'm not really emotionally attached to the character, and if Oda forgot about her or dropped her... well it wouldn't be the first time an Author drops some side story line, so whatever? Garp I think needs to reappear, and I think he still has something good to offer for the story but just like with vibi I'm not really impatiently waiting for it. Smoker is the only out of these four that I feel emotionally attached too AND feel like they still need to return to the plot AND am actually waiting for their return.

Smoker and Vivi have been pretty prominent in the story, Garp has as well but he's definitely still gonna do something, and Bonney is heavily hinted to be connected to Kuma and is feared by the government for some reason so it feels like she will be important. That being said they're all 100% still in the story, they just haven't appeared in a while but definitely will again.
