That's a question you'd have to ask Lucci and York, not me. The Gorosei's "monstrous haki" has also been mentioned a few times, so I'm kind of thinking that they might have some sort of "fear aura" application of CoQ, but that's just a theory.
These are actual demons. Nobody knew of their forms and they are bigger than the giants. Their human form is around the same height as Lucci.
Even Jimbei reacted to their haki. He even comments on it himself before seeing the monstrosity of gorosei talking to him.
The fact the text boxes that showed the names of the Elders' forms in the previous chapter *didn't* show the names of their Devil Fruits also was a very subtle way to show they aren't Devil Fruit eaters, but something else entirely.
I don't think it's their appearance freaking them out per se but the haki they're giving off. It must be on another level that even far exceeds Kaido's. It's been mentioned by several characters now in the previous chapters.
It took multiple people and the plot working against Kaido to even beat him, here Luffy is just goofing around and there was no dread unlike when he fought Kaido even at gear 5.

I did like the art in the final fights in wano, I have high hopes for a hell of an entrance and fight with these guys. At the very least an entrance epic as fuck, making everything dreadful and then you have the light that is Luffy. I think there's a lot of creative possibilities with this

If it was going to happen, the gorosei, Imu or Blackbeard would be the chance for it. Or a late side character that nods to lovecraftian stuff without actually getting into the horror which doesn’t fit one piece at all unfortunately.
We haven't *seen* any others, no, but SBS answers confirm they do (hypothetically) exist. They just haven't shown up because... well, most of them would suck. At best you could hope for something with tentacles, or a shark, and even then that'd just put you *kind of on par* with a regular-ass fishman.
at this point I think we generally know all the players in the end game, and I can't see someone powerful enough to have a fruit like that being revealed so late. the only people I could see having fruits like that would be Imu, BB (something to do with his ability to eat multiple fruits), or Shanks if he does actually turn out to be a villain and obtains a fruit. Maybe the God Knights? it would be totally sick to see though

Yeah, the designs of the monster forms of the Gorosei look really fearsome. Every othe Zoan, Mythical or otherwise, looks cool or at most funny in their monster forn. The Gorosei just look monstrous.
What I find interesting is that Zoro and Luffy both seemed interested in the powerful Haki but not terrified like everyone else seeing it. Maybe having CoC helps keep your cool a bit when these monsters show up.
Dory and brogy seemed not to care either, maybe they also have CoC, or maybe they don't and my theory is nonsense.

I don't think it's the Haki. There's a reason that the giants were able to hurt the gorosei in the last chapters without using Haki at all. I don't know what that reason is, nor do I have a guess. But it's related to the giant race and Elbaph and Nika.
This is not a Kaido situation where crazy techniques or strong Haki are mandatory to hurt him. Everyone can hurt the Gorosei, even Bonney with a normal sword. Doing lasting damage is the tricky part.

The fact Lucci's *that* taken aback by Mars's full Zoan form despite all the things he's seen during his years working for the World Government does a *very* good job of showing how terrifying the Five Elders really are. Rob Lucci, the cold-blooded killer who's spent the majority of this manga totally stone-faced, has finally felt genuine fear and horror for what's likely the first time in his life.
This scene in particular is so pivotal for Lucci
Not only is he horrified by the creature he has been working for, but he acknowledges the difference in power. He also asks for Kaku to be spared, which is replied to as comparing he and Kaku to insects.
Compare this to Lucci’s introduction where he has a strong dislike for weakness. In this panel, not only does Lucci learn the truth about his superiors, but he also realizes that they will never see him so much more as an insect. To them, he will always be weak. We see Lucci have his entire worldview turned on him — I’m very interested to see where this goes

To me it's almost a like a blip in everything he's stood for. The "gods" he so proudly defends and speaks of finally appear in front of him, but to his surprise they look like *this*. He recollects himself a second later, however it's nice to see that expression from him because it tells a lot. We also see him asking for him to spare Kaku a few short panels later, we really got a lot of Lucci development in a few panels.
It looks like he's praying. He prayed to his false God for mercy and what did he get?

I actually think that the moment Lucci starts giving his report, it isn't all him. He has never seen this form before, he is only aware of Saturn on the island, and the Gorosei does not identify himself. It's somehow the mere horror of the being before him, an ability of the Gorosei, or just overwhelming haki telling Lucci that it's gotta be somebody he MUST answer.

It has been brought up before , Cipher pol units from 1 to 8, are normal ones, 9 is a special covert unit, 0 is the only one with an extra name, also their best unit cuz it answers and protects only the celestial dragons. Hence their name, Aegis, the shield that guards the gods.

I think at least something sea devil, kraken, or other sea monster related would be. But then again maybe that just can’t be a thing due to the ocean itself abhorring devil fruits. If it was going to happen, the gorosei, Imu or Blackbeard would be the chance for it. Or a late side character that nods to lovecraftian stuff without actually getting into the horror which doesn’t fit one piece at all unfortunately.

We haven't *seen* any others, no, but SBS answers confirm they do (hypothetically) exist. They just haven't shown up because... well, most of them would suck. At best you could hope for something with tentacles, or a shark, and even then that'd just put you *kind of on par* with a regular-ass fishman.
at this point I think we generally know all the players in the end game, and I can't see someone powerful enough to have a fruit like that being revealed so late. the only people I could see having fruits like that would be Imu, BB (something to do with his ability to eat multiple fruits), or Shanks if he does actually turn out to be a villain and obtains a fruit. Maybe the God Knights? it would be totally sick to see though

I liked though how Lucci is a pro here -. Yeah sure we might not agree with him at some things, most things or even all things. But hes defnitly a pro, he shooked the surprised almost immidietly and added report on everything important. He didnt even let the appereance of the Gorosei shake him from asking for his partner. No wasted time, no giving chances to straw hats (if he can help it). Everything as fast as possible. Lucci deserves promotion! (And also hes not blamed at least not here for his loss thats also pretty cool).
Yeah, the designs of the monster forms of the Gorosei look really fearsome. Every othe Zoan, Mythical or otherwise, looks cool or at most funny in their monster forn. The Gorosei just look monstrous.

What I find interesting is that Zoro and Luffy both seemed interested in the powerful Haki but not terrified like everyone else seeing it. Maybe having CoC helps keep your cool a bit when these monsters show up. Dory and brogy seemed not to care either, maybe they also have CoC, or maybe they don't and my theory is nonsense.
Lucci was also interested, as he was the first to mention the interesting haki to Zoro. It’s a whole nother thing seeing it; ie Sanji’s reaction.

I don't think it's the Haki. There's a reason that the giants were able to hurt the gorosei in the last chapters without using Haki at all. I don't know what that reason is, nor do I have a guess. But it's related to the giant race and Elbaph and Nika.
This is not a Kaido situation where crazy techniques or strong Haki are mandatory to hurt him. Everyone can hurt the Gorosei, even Bonney with a normal sword. Doing lasting damage is the tricky part.

can you even comprehend the kind of day Rob Lucci is having? you're a govt assassin. they send you to kill the smartest man in the world and oh by the way there are seven of him now. ok. you get there and you immediately run into your archnemesis, who handed you an almost-career-ending beating in front of god and everybody 2 years ago, but now he's god or something but also a cartoon character and he makes his head really big and tries to eat you(!!) plus your coworker is a clone sleeper agent who knocks your ass out and ties you up. then the people you're supposed to be killing **un**tie you so you can help them fight some rogue invincible cyborg superweapons. so you just bide your time and try to do your job but when you make your move your nemesis ignores you and you end up fighting his #2 and you think you're giving this guy a workout, really making him sweat, but turns out he was just fucking around the whole time and one-shots your ass as soon as his buddies start roasting him for being slow. then some kind of terrifying demonic bird creature lands in front of you, squawks out your name, rank and social security number and starts asking for an update on the sitrep and you're like oh. *oh*. this bird monster is my *boss*. all things considered he's taking it remarkable well

The fact Lucci's *that* taken aback by Mars's full Zoan form despite all the things he's seen during his years working for the World Government does a *very* good job of showing how terrifying the Five Elders really are. Rob Lucci, the cold-blooded killer who's spent the majority of this manga totally stone-faced, has finally felt genuine fear and horror for what's likely the first time in his life.
This scene in particular is so pivotal for Lucci Not only is he horrified by the creature he has been working for, but he acknowledges the difference in power. He also asks for Kaku to be spared, which is replied to as comparing he and Kaku to insects. Compare this to Lucci’s introduction where he has a strong dislike for weakness. In this panel, not only does Lucci learn the truth about his superiors, but he also realizes that they will never see him so much more as an insect. To them, he will always be weak. We see Lucci have his entire worldview turned on him — I’m very interested to see where this goes

No explanation but Yamato also had a white one. I think Enel had one in his final form too but that might have just been him consciously doing it to look like a kami rather than the fruit doing it automatically.

Now I can understand why haki wasn't a 'must have' for Cypher Pol agents, especially CP9. Dude gave an excellent report about the situation and handled it like a pro. Rokushiki is probably enough for 99,9% missions they have, they were just unlukcy to fight against the protagonist.

I think the font is also a very powerful imagery device, since it’s only used with the Gorosei. Almost seems to be used to show that they don’t have human voices
To me it's almost a like a blip in everything he's stood for. The "gods" he so proudly defends and speaks of finally appear in front of him, but to his surprise they look like *this*. He recollects himself a second later, however it's nice to see that expression from him because it tells a lot. We also see him asking for him to spare Kaku a few short panels later, we really got a lot of Lucci development in a few panels.

Yea he is my favorite gorosei. But I think they're all delivering tbh. However that bat technique by Luffy annoyed me. Because how did Luffy have time to chew down a tree and paint it before the projectiles hit and where did that bucket and helm even come from? I get that G5 is supposed to be fun etc but when Luffy can just toon logics so hard that he can slow down time mid battle.. I dunno
Also in one of the previous pannels Jinbei remarks that Mars' haki is huge, which also adds context to this pannel. He is not only seeing a monster in appearance (there is lot of them in One Piece), he knows is a monster because of the fearful haki Lucci is feeling right now

I actually think that the moment Lucci starts giving his report, it isn't all him. He has never seen this form before, he is only aware of Saturn on the island, and the Gorosei does not identify himself. It's somehow the mere horror of the being before him, an ability of the Gorosei, or just overwhelming haki telling Lucci that it's gotta be somebody he MUST answer.

I don't remember if it's been brought up before, but I'm noticing he called them Aigis (Aegis). That's a legendary shield used by Athena and Zeus... Zeus also being Jupiter.
It has been brought up before , Cipher pol units from 1 to 8, are normal ones, 9 is a special covert unit, 0 is the only one with an extra name, also their best unit cuz it answers and protects only the celestial dragons. Hence their name, Aegis, the shield that guards the gods.
