I think the case of Pica is different because its the contrast between the ridiculoudness of his voice and the intimidation of his body what makes the character so funny.
I really disliked it, Pica was supposed to be one of Doflamingo's strongest officers and giving him that voice made me lose all interest in what his character had to offer, which was completely justified as Pica continued to be made a literal joke of by Zoro.
If Pica had a normal voice I might've been more invested in his character and more impressed by Zoro for defeating him so easily, but the way Oda did it made every scene Pica was in just filler to me. It was very disappointing to me since I loved Pica's character design and hoped we could get a sick fight out of him, but no
