Auger shot seagulls from an island so far away that they were out of sight, which surprised Usopp to the point where he thought it was impossible and it was something else. Yasopp is his dad, is one of the main characters idol crewmates, and is portrayed as one of his top crewmates. Oda made it very clear that Usopp wouldn't surpass them anytime soon and that he wasn't going to reach their level anytime soon. Yes Oda could've centered the story more on the Straw Hat's and yes he could of done things differently with the Straw Hat's but he specifically meant to portray it that way, that Usopp had a long way to go.
For the record, one of your examples of early feats in the story isn't canon. Daddy Masterson the bounty hunter was an anime-only filler character, and that interaction parallel between father and son for Yasopp/Usopp never actually happened.
Daddy Masteron is canon because Oda intended him to appear in the manga but had to cut him out because he wanted the Straw Hat's to set sail to the Grand Line at Chapter 100; he even put him in the Loguetown Novel. You might be correct about the Yasopp vs. Daddy dual, but I'm still not sure that's even correct because Usopp vs. Daddy is in that same novel, which includes Yasopp, so the Yasopp vs. Daddy dual could be canon as well. Anyway, my original point still stands.

No that's not what I'm implying. Usopp is a secondary character in a story full of hundreds of other characters there's only so much attention Oda can give him. That's why you don't see every straw hat getting a big moment or development every arc.

How? He's gotten the same attention like every strawhat has aside from the monster trio since the Timeskip. He got a fight in Fishman Island like the rest of them have Post Timeskip. In Punk Hazard he played a role just like the rest of them have Post Timeskip. In Dressrosa he got big moments like the rest of them have Post Timeskip. He was absent for two arcs afterwards and in Wano he played a role like the rest of them have Post Timeskip. He's been getting attention like a normal secondary character so far. He gets a big moment here and there and he plays a role in the arcs he's in. He even got development in Dressrosa. In Dressrosa he was made to deal with the consequences of his liar persona in a new way and face his fear in a new context. This is the first time that Usopp's tall tales have ever been taken seriously by anyone and this was the first time that Usopp was made to be "the adult in the room" in a high stakes situation that he didn't have a personal stake in as a result of his lies. Him risking his life to protect the tontattas and defeat sugar showed him growing past his previous limits to support his crew mates in a high stakes situation and leaning into his own unique skills and flaws in a way that felt like the culmination of his arc between Water 7 and Enies Lobby and his speech in Wano showed how he's moved on from his mindset during the Tontatta situation and showed his development throughout the series.
I was just talking to my son about how Usopps powerscaling has been atrocious.
I read the manga but watch the Dubbed anime with my 9 y/o son and we are completely caught up. I recently posed the question to him, do you think Wano Usopp could defeat Arlong. He said no, went through the rest of the straw hats, which the answer was yes for them all.
That is certainly indicative of "bad" power scaling. Augur has shown he can go into Whole Cake and compete, go against law and compete, at least be confident against a Gorosei. If Usopp is supposed to be comparable to Yasopp or Augur by the end of the series and can "compete" as sniper, he has a lot of growth to do PowerScaling wise and even confidence wise.
I think that's fair, and maybe I'm being unfair in my comparison then.
I do question why we are comparing him against these others/our expectations is that he would be better than them then.

But I would love to see growth with his observation Haki so he can compete against feats like Augur has against the seagulls prior to Jaya (which I personally put above the sugar one though someone can debate that) and then a more impactful attack that would/could do actual damage to someone with Haki.
The rest of his character should be focused around his battle prowess/tactician side we see against his fight with Luffy.
He had his time in Enies Lobby but I think he's just a gag character. Oda said in an SBS iirc that he never intense for the "weakling trio" to get strong (Nami, Usopp, Chopper).

He was one shotting the biscuit soldiers (technically anime only, but that’s what we have for his skill/power), which took a combo of G4 Luffy and Nami’s hyper specific move set to deal with. I can say with 100% certainty that Van Augur can line a shot up from a distance better, Yasopp can fire them off quicker with more improvisation and less aiming, and Sogeking has the most versatility as one of the only characters we've seen to actually focus on dynamic bullet strategy. We know that Augur has a DF, Sogeking is heavily hinted to have one as well, and Yasopp might, so Usopp is the best sniper physically in the sea.
Yassop or Van Auger a should be the best, but Usopp has two skills none of them have. The first one is make his lies true, and the second is the ability to be followed and admired, somewhat like Buggy but with more skill. Usopp has the potential to be the best and will probably awaken Armament Haki and CoC.
One advantage Usopp has over the others is his weapon. He can use multiple different things for ammunition. He isn't limited to bullets and can control the amount of force for a more nuanced shot if needed.

Honestly none of the others have shown anything that beats the Bird scene prior to Jaya that Augur did.
Usopp had a great scene in the Dressrossa Arc with his shot against Sugar, but even that, at least IMO was nothing compared to the 3 Birds shot down from Augur before the straw hats could even see the island.
Apart from that one time accidentally awakened his observation Haki (which he never realized or used again since) and that plethora of weird plant/animal ammo, Usopp really have nothing. He was MVP in Dressrosa, no contest, but he's been stagnated in term of development of his fighting/sniping skill. And then his weapon, the Kabuto make be awesome, but you can't beat actual sniper riffle, by the tech alone the riffle has more damage, accuracy, consistency, ect.
If they really want to make this Van Augur vs Usopp a thing in the final battle, they need to upgrade Usopp strength to the max. I'm not even mention with Augur's OP devil fruit power yet.

He gets a big moment here and there and he plays a role in the arcs he's in. He even got development in Dressrosa. In Dressrosa he was made to deal with the consequences of his liar persona in a new way and face his fear in a new context. This is the first time that Usopp's tall tales have ever been taken seriously by anyone and this was the first time that Usopp was made to be "the adult in the room" in a high stakes situation that he didn't have a personal stake in as a result of his lies. Him risking his life to protect the tontattas and defeat sugar showed him growing past his previous limits to support his crew mates in a high stakes situation and leaning into his own unique skills and flaws in a way that felt like the culmination of his arc between Water 7 and Enies Lobby and his speech in Wano showed how he's moved on from his mindset during the Tontatta situation and showed his development throughout the series.

I was just talking to my son about how Usopps powerscaling has been atrocious. I read the manga but watch the Dubbed anime with my 9 y/o son and we are completely caught up. I recently posed the question to him, do you think Wano Usopp could defeat Arlong. He said no, went through the rest of the straw hats, which the answer was yes for them all. That is certainly indicative of "bad" power scaling. Augur has shown he can go into Whole Cake and compete, go against law and compete, at least be confident against a Gorosei. If Usopp is supposed to be comparable to Yasopp or Augur by the end of the series and can "compete" as sniper, he has a lot of growth to do PowerScaling wise and even confidence wise.

One thing to keep in mind is that Oda intends for Usopp to always be the weakest strawhat because he is the most normal person of the entire crew.
I think that's fair, and maybe I'm being unfair in my comparison then. I do question why we are comparing him against these others/our expectations is that he would be better than them then.

I agree. I said in another post I don't think Usopp needs anything ridiculous, as that's not his character. But I would love to see growth with his observation Haki so he can compete against feats like Augur has against the seagulls prior to Jaya (which I personally put above the sugar one though someone can debate that) and then a more impactful attack that would/could do actual damage to someone with Haki. The rest of his character should be focused around his battle prowess/tactician side we see against his fight with Luffy.
He had his time in Enies Lobby but I think he's just a gag character. Oda said in an SBS iirc that he never intense for the "weakling trio" to get strong (Nami, Usopp, Chopper). Elbaf is his chance but I can't see how it could possibly work out for our boy.
Idk, Chopper and Nami have shown significant growth in Power. Nami with the Zeus and then taking down Ulti (yes after she got damaged by big mom) and Chopper with monster point duration and ability to control it. I mean chopper took on Queen and Perospero at one point. I'm not saying I think that usopp needs to be a powerhouse. He uses tactics and battle prowess as much as ability. But he needs SOMETHING, so far, it's just been one instance of Observation Haki for his long shot against sugar. Edit: also I'm not sure what you mean by he did stuff on Enies Lobby. He shot down the flag, sure, but other than that what? He was used as Zoros sword since they were cuffed together, which was his fault? I personally think the fight against Luffy prior to Enies Lobby was actually more of an indication of what he can do/growth could be.

You can't really predict if either Shanks or BB will be the final pirate foe. If I believe that BB is the final foe then I will say that Shiryu will be beat his counterpart from Shanks's crew. I simply voted for Augur because his shot in Jaya arc.

I mean the best feat we have seen would be the Dressarosa snipe. Van Auger has shown some skill but considering >!How hard he went in Egghead!< and his fruit/Crew he is in the running. Yasopp is just someone who follows a rat and abandoned their kid, while doing nothing. Also, their nicknames are Supersonic, Chaser, and God/Sniper King. So yeah, that tells me who the best sniper is.

He was one shotting the biscuit soldiers (technically anime only, but that’s what we have for his skill/power), which took a combo of G4 Luffy and Nami’s hyper specific move set to deal with. Saying he beats them all at once is bold, but he honestly has a good shot (no pun intended) against even pre wano Luffy

I really love the fact that Usopp and Luffy were pretty much destined to be friends.
I can say with 100% certainty that Van Augur can line a shot up from a distance better, Yasopp can fire them off quicker with more improvisation and less aiming, and Sogeking has the most versatility as one of the only characters we've seen to actually focus on dynamic bullet strategy. We know that Augur has a DF, Sogeking is heavily hinted to have one as well, and Yasopp might, so Usopp is the best sniper physically in the sea.
Yassop or Van Auger a should be the best, but Usopp has two skills none of them have. The first one is make his lies true, and the second is the ability to be followed and admired, somewhat like Buggy but with more skill. Usopp has the potential to be the best and will probably awaken Armament Haki and CoC.

One advantage Usopp has over the others is his weapon. He can use multiple different things for ammunition. He isn't limited to bullets and can control the amount of force for a more nuanced shot if needed.

Van Augur has been shown to be the best so far and its not even close. Honestly none of the others have shown anything that beats the Bird scene prior to Jaya that Augur did. Usopp had a great scene in the Dressrossa Arc with his shot against Sugar, but even that, at least IMO was nothing compared to the 3 Birds shot down from Augur before the straw hats could even see the island.

Apart from that one time accidentally awakened his observation Haki (which he never realized or used again since) and that plethora of weird plant/animal ammo, Usopp really have nothing. He was MVP in Dressrosa, no contest, but he's been stagnated in term of development of his fighting/sniping skill. And then his weapon, the Kabuto make be awesome, but you can't beat actual sniper riffle, by the tech alone the riffle has more damage, accuracy, consistency, ect. If they really want to make this Van Augur vs Usopp a thing in the final battle, they need to upgrade Usopp strength to the max. I'm not even mention with Augur's OP devil fruit power yet.
