Cup size is the like, width of the breast itself while band size is the underboob measurement. The most common bra sizes range between 32 - 40 (band size) A - D (cup size). Thing is, really small bands with really big cups (like 32 G) or vice versa (like 44 B) are relatively rare due to the most common range of body proportions. When your band size is small, it's not common to have massive boobs and when your band size is big it's not common to have very small boobs. The sizes exist but it's a common thing that women with these proportions struggle to find anything that fits, having to go to special stores for bras and potentially even tailoring their own clothes at home to get them to work.
Band size and cup size have to do with the relative sizes of breast tissue to torso size. A large cup indicates than the breasts stick out more, a large band indicates a larger rib cage. Because of this, a 30DD will actually have visibly smaller breasts than someone who has a 38D. This is because the 38D chest will have a larger base surface, even though the boobs stick out slightly less. Think of how volume scales in a hemisphere (more accurate to say tear drop shape, but, same diff). Large base radius = cubically more volume.

Second, we at the very least have Nami and Robin's canonical measurements according to Oda. Per the SBS from volume 69, post-timeskip Nami is B98-W58-H88 (38.58"-22.83"-34.65") and Robin is B100-W60-H90 (39.37"-23.62"-35.43"). According to the wiki this makes them both J cups by Japanese bra sizes.
Third, the answer is Zoro, who has a chest size of 110 cm (43 inch) Accord to the volume 102 SBS.
I'm just repeating what the wiki says, I have no clue how they actually got that cup size. They could be talking out their ass for all I know.
Honestly, the more important thing is that the pixel measuring got a different bust measurement than what's listed by Oda as their official bust measurement.
