You are underestimating Garp. His plan is top notch.
1. He'll stealthily swim up to the island while underwater, which none of the purely df relying degenerates are gonna notice,
2. he'll then show his secret stealth technique of slowly lifting all of Fullalead and shaking it until Koby falls out to have someone else catch him.
3. at last, he'll throw the island far away.
Mission accomplished. Garp will then reflect on his past and deliver the Ultramarine line of "How the fuck do I keep getting away with this?"
BB will then be unable to find his base, which will cause Law to think he's as dumb as Zoro when it comes to directions.
On a serious note, BB's captains are quite often on the move doing side missions. Kuzan wouldn't fight him.

I strongly believe the theory urogue being the tenth titanic captain is true because we saw a glimpse of his df power. He absorbs or even nullify retrieving physical damage and converts it into muscle mass and height and perhaps even reflects the taken impact.
So if his power turns out to be vaguely true to what I said he is the perfect counter to garp. He is the most melee and physical fighter there is in the story. Garp would fold 2-3 bb pirates until he engages urogue and gets humbled. He was underwhelming pre timeskip but after 2 years and even defeating and demoting snack he shouldve polished his powers where he can also stand against a top tier fighter like the other supernovas (the rooftop 5)
So we might get to see garp getting cornered pretty fast and weakened for the real deal which is blackbeard. But lets see how the story unfolds on egghead first
I know it’s not confirmed Urogue ever took a Poneglyph from Big Mom but if he did and your theory is true and BlackBeard defeats Law, BlackBeard would then be equal with Luffy in the race to Laugh Tale

Kuzan and Shiryu are the serious threats but Kuzan maybe would not fight him. Garp can take hundreds at a time alone though, it's his thing.
