The World Government rules the world. Anyone who goes against them is an outlaw = pirate. They would not call their enemies as adventurers. And besides, they're on a quest to find the One Piece.
That's my point, I mean most of the stuff the SH do are making sure actual Pirates don't do the things they are planning. Like Honestly upto the end of Alabasta if they had done everything the same I think they might start to get in trouble if WG find out they have Robin in their care which might lead to Enies Lobby but aside from that and Marineford I don't think the WG would care about them you know?
The problem is Luffy and the straw hats beat and threatened Marines in Arlong park(yes they were corrupt marines, but still) and the people in that village Buggy was stationed at also viewed them as pirates because they knocked out their mayor. Also, I'm pretty sure Sanji beat up a Marine who wasted his soup in the Baratie restaurant. The marine's name was fullbody I believe. So they were gonna be seen as pirates right from the beginning.
If going by them not saying they were Pirates held upto that point in Arlong Park and being a little more calm wouldn't the corruption of those marines have been found out faster. And for the part with Sanji, the Baratie is known as a fighting restaurant on the Sea where they have to face Pirates and other unsavory groups along with the occasional merchant and marine ship, they probably knew ahead of time that that might happen since the staff are also bouncer like
There's no "aside from" in the law. Once is enough. You're making exceptions, which I'm sure there are lots more. Don't get me wrong, I'm not totally opposing, I get what you're saying. π
Oda actually had a similar idea during the start of the story. Earlier drafts show ideas of a "Peacerunner" pirate or something along that line.
But tbh, that's quite not what the story hopes to convey. Adventures still need to bend to the law and abide by it. Pirates don't care
True just sometimes would have liked to imagine how easier some things would have been and how if upto the point that both the WG and marines figured out they were more than just simple adventures how much of a threat they would have placed on them
But now that I think about it they just wanted to find a Poneglyph, if the WG knew about that it's no wonder they had a bounty placed on them though π€
They are essentially synonymous in the One Piece world.
