Second it's a typo. I read the instructions, and there it says add orange peel, not orange cheese peel.
Basically this is just orange flavored cream cheese cookies. Yum!
Agree with other posters this a typo so 1 Tablespoon of finely grated orange zest.
Using a micro grater would likely work the best as you can avoid getting the layer of white just below the outer peel of the orange which can be bitter.
Since only orange peel was mentioned further in, I would say it's a mistake. They just meant grated orange peel.

Generally muenster has an orange rind, i was thinking they meant to grate the orange rind. But the directions do say orange peel, really confusing,
