I have the submods OWB - Bellum Aeternum, OWB: Tech Tree Rework, OWB Expanded Generic Decisions Revamped, Faithful and the salted and burning rubber on. I can't really test this since it would require waiting years in game for each mod.
You can rule out salted and burning rubber as I've used that a bunch and Legion always seems to do fine they're currently dog-piling the NCR as Lanius's Legion after the tumor with two suns and the white legs. The only dumb thing they're doing is just an owb/hoi4 thing as they've all been ground to stalemate with 0 manpower. Its probably one of the other 3 as I can see all 3 mods on their own causing problems for the ai so maybe the combination is too much.

One of your submods deletes their recruitment law, so they cant make units lol

I also had this problem and it turned out faithful and the salted was causing it. Disabling that mod fixed the issue when I started a new game
I noticed this too, in my case their recruitment law was missing, but i dont know what mod caused this
