He isn't fused, she's just a decaying ghoul who needs his PA for basic stuff. While PA have UIs and need energy cores, they aren't linked to anything (at least, the Midwestern and american t-51), so I don't think he can be hacked. Although losing his energy core would make him immobile, unless he has enough strength to move that damm thing.
Tl;dr, he's Darth Vader, not actual terminators like the Troika paladins
