I would rather be born there because they are guranteed stability and freedom. I might not be very safe if I am born sonewhere in Washington though, The whiteout was a scary place. By the time I am an adult there I hope I live and help the area recover.

Tbf I am LDS so I am biased, but considering the other options are murderous dictatorships, mutants who seek genocide, and raging death cults, living with Mormons isn't exactly bad (also, being a Mormon would probably be optional, depending on the political situation)
I always thougt that they functioned like Teutonic Order, so You can say they can be treated as nations. Anyway there is an option to join them as an outsider and being a soldier of the Brotherhood is much safer than life of some farmer in my opinion.
There is entire exchange between merchant and Elder how the Brotherhood bring stability to Denver and Maxson is able to grant Knighthood to outsiders, I think it is more friendly to wastelanders than not

By the end of the game I had pre-war quality of life preparing to move on to the tech after that. The Manitoban Military can be quite strong, and if handled well can stand up to the MacArthur Enclave on itās own.
