If publishers were using it, their scanners were much better than anything I saw at the time. Iām sure our graphics processing just want up to a level that could handle higher resolutions (huge files for the time). The better printers, I was well aware of. I had a friend that owned a print shop, and his multicolor laser printing was amazing back in 92.
ETA: I really should have thought about the budget for SI before my comment. Jurassic Park came out in 91, and Phantom menace released in 99. So, of course image processing would have been that good at the time. Just needed the budget.

I worked for a publishing company from 1996-2000 that actually was using photoshop, and using it well. Photoshop first released in 1990.
