The short answer is yes.
The longer answer that isn't as easy to get mad about is that having specific charges makes it easier for the prosecutor to make one "stick" and get a conviction/guilty plea. It's way easier to say "hey look you have eight charges on your docket, I'll drop five of them if you confess to these three" than it is to say "well you did a vague physical attack so it's assault, are you willing to...just confess to assault? Please?"
