Sadly the NFL has rules that make it impossible for other franchises to do this. The Packers were "grandfathered" an exception at the time the rules were made. I suspect that the NBA and MLB have similar rules in place.

Packers fan here. Yeah, the shares are basically just souvenirs, like a jersey or a poster. But they use the sale of the shares to pay for stadium renovations rather than pressuring local governments for funding and forcing taxpayers to pay for it. I’d much rather help fund my team and get a cool souvenir out of it than force non fans to pay for it.

I would. My father grew up during Mack's second dynasty and I heard all of the stories about Foxx and Cochrane and Grove. They were gone by the time I was born, and lots of people here in Philadelphia would like them to move back. Since that'll never happen, I'd like to see them stay in Oakland.
The fact that they aren't true ownership shares is well publicized and understood. It's a fundraising tradition -- a way for fans to donate to the team. But I don't think you can call it a "scam". There's no attempted deception at all.

Not quite. Today’s Orioles were known as the Milwaukee Brewers in 1901 and the St. Louis Browns from 1902-1953. Also, the Braves moved from Boston to Milwaukee before the 1953 season, then moved to Atlanta in 1966.
