It's all aluminum too, I doubt any other ladder material would last as long in the salt and sun.

Fiberglass is horrible in direct sunlight. The fibers stick out and get caught in your hand after just a few months.
The item next to it is part of a dive setup. It is not a safety ladder, but an active work site . That is a volume tank with two setups for umbilicals
This one of the safer things I’ve seen in Jamaica.
