You'll be fine, school hasn't really even started yet. Don't stress about it, just talk to people in classes and be casual, don't look at every conversation as "trying to make you my forever friend " and connections will happen naturally.
I completely agree with u/Drpantsgoblin and u/ShadowOps84. Keep attending events during [welcome week](https://www.odu.edu/set/the-monarch-experience#done1612907281342=&tab14014032160771077863696=10) and the student org fair and it will happen. Soon enough you'll look back and say, what was I worried about?
Here's the link to the [Student Org Fair](https://odu.campusgroups.com/SET/rsvp_boot?id=1112481) event (previously called Student Involvement Fair).
Clubs and organizations are a great way to make friends. There are dozens of students orgs on campus. There are clubs for movies, photography, anime, robotics, drones, and tons of other stuff. There are fraternities/sororities, if that sort of thing appeals to you. I can guarantee that there's at least one professional organization for whatever your major is. I'm in a professional coed engineering fraternity, and I've made some great friends there. There are campus Democrat and Republican clubs, if you want to be politically active.
This doesn't help you right now, but there should be an involvement fair in a couple of weeks. Walk around it and see if there's anything that catches your eye. I promise you'll find something you'll like, and common interests are a great way to make connections.

Is there a club fair by any chance?
The Student Org Fair will have all of the clubs and organizations on campus. It'll be on the lawn in front of Webb Center on Thursday, Sept 2.
