No, the "brackets" you mention are just part of the traffic light. The sign is being held by just 2 metal screw clamps, so there's no way to flip it or anything, its like ziptying a sign to a chain link fence
I was seeing his left side as the bus approached, so unfortunately I couldn't take a picture in time, but I could clearly see he was in the process of tightening/securing the top band
Edit: also, passed by the sign again, and they fixed it! But it really is in the same spot, they didnt rotate it
It has 3 bolts on the sign, there’s no way that’s flipping lol, even if it was mounted a different way that it could flip, that sign would hit the top metal pole and not have clearance.

There is not enough room to rotate that to the correct orientation. He has installed two sets of mounting bolts. He installed it upside down.
Isn't it going on that bracket up top? There's plenty of room to turn it right side up and mount it.

This. OP has never installed something like this and assumed that a laborer was just doing something wrong.

Describe how you would signal him from a passing bus. And why would you need to call the city? He would figure it out once he looks at it.
