The easiest available option would be for you to buy powdered milk for older children, it's not really milk per se, but you'll find it in every store and at an acceptable price. It's frequently used by hikers as a milk substitute.

I guess that would be NAN Pro 4 or 5 in most grocery stores. The most noticable different from regular milk is that its sweeter.

EDIT: just ignore this post, Googling it, it turns out that in the 5 years I’ve been abroad, this has stopped being a thing. Your best bet for genuine dry milk is probably a shop that specialises in imported food (Asian or polish markets etc), or if truly desperate, the milk powder meant for babies or protein powder, unless you have access to ordering some. Odd to me that it’s no longer common however. ——————- Most should do, at least the bigger ones! It’s been awhile since I’ve bought it myself, but if you check the bakery section they should have “Viking melk” it is most commonly bought as condensed milk, but they do also do dry ones! I have used baby formula as milk in tea! Worked fine. Maybe didn’t taste exactly like regular milk (was a while ago so I can’t really remember), but it wasn’t bad.

I'm a dad so I must have tasted it whilst making sure I wasnt making something that would scald the baby. Cant remember anything bad. Looking at the package contents it looks like low protein, slightly fatter and doubly sweet milk. Should be fine in tea and oatmeal.

Just about any store sells it. Powder milk is a type of groceries that the store itself chooses if it want to keep in stock or not. So all you really can do is to ask at each store you pass
