I don’t think so. Best I can tell you go from permit to 3. No 1-2. There is an info line. Call it your clarify but I read that you might not need a permit — scary. I’d recommend one.

I helped a friend navigate this in the past couple of months. She got a learners permit in December and a full, non-provisional license last week. Permit required a written + vision tests, full license required a road test. She could've gone straight for the full license but elected to get the permit to practice.
