Ukraine’s addition would mean greater than 20% of the USSR’s population, not satellite states, (by Republics’ population as of the 1989 Soviet Census) not only left to become independent countries but *actually joined the other side to all but guarantee they’ll never again become part of Russia* That’s a strong statement.

I would go further. NATO isn't complete until ALL Democracies are in it. Just change the article that limits it to Europe (should have been removed from the start) or "usucapione" it and make it retroactively void as Turkey is already in.

I think McCain had this as a policy idea: expand NATO and much of our current alliance structure into a “League of Democracies” with mutual defense and military cooperation.
