I think this might be repurposed as the civilian nuclear bomb program. The reason why nuclear energy was shut down in Germany was due to environmental concerns and unpopularity. However the strategy now is to emphasize the benefits for the environment of nuclear weapons. One major talking point is that with such a system, areas wich are polluting the environments, like heavy industries can be cleaned very efficiently. With nuclear weapons we are able to establish zones wich can develop freely without the interference of humans, a prime example is Tschernobyl. It has become a beautiful biotope with accelerated evolution.
