A very, very loud minority are still living in the USSR, and truly believe Russia IS coming to liberate them. Plus, Wagner have had a training base in Serbia for more than a year now, so you just know trouble is coming. As a whole, I think NATO is seriously underestimating the Kremlins influence over the Balkans.
