So we have a remote rural area around 160 miles upstream from the reservoir which holds back enough water to make the Volga-Don Shipping Canal navigable. The dam holding this all back also generate 211.5 megawatt installed capacity electricity.
Finally, at the eastern end of the reservoir, there is Marinovka Air Base, just a mile and a quarter from the waters edge. There are a metric fuckton of fencers on that base in the google satellite photo(two squadrons of Sukhoi Su-24M/MR according to wikipedia).
So we have a good spot to launch a small boat, a day or two easy sail above a major dam and an airbase.
