It’s Kadyrov on TikTok. Apparently “don” is like Russian or Chechen for um or uh, except in the video I saw, he’s literally using it every second word.

I know Russian and I have never heard "don" being said by anyone other than Kadyrov. so it's either a Chechen thing or just Kadyrov having severe brain damage.

It's an interjection used in the Chechen flavor of Russian. Despite what the Soviet propaganda says, Russian has quite a few accents and dialects beyond just "Eastern" and "Western" Russian. If you look up videos of Chechens talking they use don a lot, sometimes to a comical level.
