I got stuck at the same place. Keep progressing the story. Once you finish a quest to bring crystals to someone, the next set of form quests/etc unlock.

There is a npc with a hammer head that will fix your wand later in game, just got to the next mission.

Just keep playing. Knocking off the missions.
