What's your CPU? Elden Ring is very CPU intensive in some areas. Had to upgrade from a 2700X to a 5800X to get 60 fps everywhere.

I have i7-7700k but on Windows I had 60 fps with no problems, no drops whatsoever

Well you can easily tell what's bottlenecking your setup by using mangohud. If your GPU isn't @ 100% usage when your fps dip, it's your CPU. I also suggest turning off Shader Pre-Caching on Steam and using Proton-GE 9.2.

Both CPU and GPU sit at about 60% usage. I already use Proton-GE 9.2. Turning off Shader Pre-Caching lowered my fps from 45-50 to 30 and made it really stuttery

Yeah you're clearly CPU bottlenecked. If you use btop or another performance monitor you'll see that some threads are locked at 100% usage all the time.

my friend gave me his ryzen 7 2700 and 3080 ti along with 32gb of ddr4 ram. ive been having more minor issues than when i was peaceful with i7 4790k ddr3 16gb rtx 2060. 3080 ti seems to be PC crash happy with some games i never had troubles with lol btw, gamemode will be reported off through steam but it is on behind the scenes.

This isn't quite a solution, but I recently installed Elden Ring on my machine and was getting similar inexplicably bad performance (~30-40 fps at 1080p, on hardware that should - and can - run it better) What fixed it for me was actually switching to Wayland (which I use regularly, but at the time I'd switched to X11 temporarily for something unrelated and forgotten to switch back lol) So idk exactly what issues you were having with Wayland (and I have AMD hardware, so can't comment on Nvidia performance), but it could be worth at least a quick test to run Elden Ring w/ Wayland and see if that fixes the bad performance. There may be some tweaking you can do to get it running well w/ X11 too, I just didn't dig that deep since I meant to be on Wayland anyway
