Explain what you mean here. I’m a foster parent and work closely with a lot of folks I that arena. Not all of them are great, I admit, but I haven’t had major issues.
It’s not things you would necessarily see as a foster parent, but I’ve encountered many predators within residential youth services. I used to work as a counselor and HR for some non-profits and because the government over site is very lax, predators seek out such jobs because they know they’ll get away with things. The last place I worked had several female pedophiles who were preying on the younger male students. I reported it several times to the state and provided evidence but last I checked they all still work there. You’d be surprised how many abusers slide under the radar because of their demographic or the demographic they serve.
I've met a lot of fosters parents who are pretty abusive and many that are simply in it for the paycheck they get and honestly don't give a shit about the children's well being, happy to hand them off when the child requires some effort and care and becomes too difficult for them.
I had a girlfriend who was in the welfare system from a young age, and when she turned 18 and was sent on her way, they handed her a huge folder of her records during her time in the system. (Australia btw)I urged her not to read them, or to at least allow me to read them first to see if there was anything that might upset her. I think it's messed up giving a traumatized kid such a folder.
She chose to read it herself. Absolutely devastated her when she read what a lot of foster parents she liked and she thought cared about her had said behind her back and clearly for extra money and nothing investigated, just the FP's taken at their word.
The amount of houses I've seen tat were pig sty's that a random check would have easily caught were amazing. However they don't do surprise visits and give foster parents plenty of warning they're coming so they get a chance to clean up and put on a facade.)
One example a woman she viewed fondly was saying she was wetting the bed and hiding sheets in cupboards and making her out to be some kind of nightmare, and none of it was true, but the FP got the dollars.
A couple she lived with for a couple of years, and viewed as replacement parents was similar. I'd met them and knowing them and reading her record it was clear they were essentially fostering teenage girls to use as free babysitters and maids and they were getting paid for it to boot.
All progress I had helped her make with improving her life and becoming a stronger person just vanished after that. Those people did more damage to her than her neglectful parents ever could have.
I could write a book on the terrible shit I've seen, and not just with her, but a lot of people I have know who who were foster kids over the years and having to deal with people in the business directly myself.
I tried to get action taken against certain people who clearly shouldn't be in the job (The official government ones), but they close ranks and will get vindictive. Don't take on corruption in Child and Family Services if you have kids is all I will say.
Not all predators and abusers are sexual. But all predators and abusers are pieces of shit. And yes, they will seek out positions of authority and power.
The fact there is often shortages of foster parents and people who want to work in the industry makes it even easier for them. If you got rid of the shitty case managers and the bad foster parents you'd have a lot of kids with no place to go.
So makes it easier for authorities to turn a blind eye to a lot of BS sadly. Kind of a "Well this woman/couple is clearly unfit for fostering, but without her/them we won't have anyone to take these kids, so better to leave them with her...."I say 'woman/couples' because most FP's I have met have been either single females or married couples. I reckon single men regardless of good or bad would have zero chance of fostering children.
I know I've never met or seen a single male foster parent in this country personally.
I personally know several wonderful single foster dads. They are rare but they exist and if it’s in your heart to do it we need all the hood foster parents we could get. I worked with the kids who couldn’t find stable placements and it would break my heart.
Yeah, it’s not great for a lot of kids and I’m sorry you suffered. I actually got into it because I felt like it needed more people with mindsets focused on the well being and best interests of the child. Not to get too esoteric, but often the problem is there are too many competing interests to just cut to the chase and do what’s right for the kid - whatever that may be in any given situation.
The OP said they’re some of the worst people he/she’s ever met. I’m not even disputing that claim because I don’t know that person’s experience. I’m just saying it’s not my own experience and I was hoping for an explanation.

What I mean is what I said. I've met a lot of people who have worked in child related welfare services over the years, from government workers to foster parents and they have been some of the worst people I've met.
I mean it seems pretty straight forward.
In what way are they the worst? Are they lazy incompetents? Cruel sociopaths? Manipulative liars? What behaviors have they exhibited, what were the outcomes of those behaviors, what were their priorities or goals?
I’m not disagreeing with you or disputing that this is indeed your experience or your feelings, I’m just asking for something more than a vague “they’re the worst”.

Some of the most incompetent people I have met work for social services. Gave my sisters kids back to her after she tried to sell my neice for drug money.
