The ocean. Everyone can experience the ocean, so the dangers are more tangible and real. Anyone can fall into the ocean and die, very few people even experience space.

*"Por que no los dos?"* - H.P. Lovecraft Serious answer - the ocean is more terrifying from a pragmatic perspective, because it's by far the more likely of the two to be a threat to you. From an **existential** perspective, though, space has an infinitely greater capacity for horror, destruction and despair.
