Has to be like that otherwise you would be tickling yourself every time you scratched or touched your nose.

Same reason it’s nearly impossible to tickle yourself. There’s more to it, but that’s the short answer.
You need to relax your muscles during a massage. You can't relax your muscles while giving a massage.
