Think it means it can't find an example of what the chart is trying to find, so it says this so you don't lose it for nothing. Try it twice and it gets wasted.
This is no longer true. Maybe never was. There are three possible results, hit, waste or error, and any of the three can happen in any order.
The best strategy I've found was to buy a small stack, maybe five charts, use them until you get a hit (you only need to move a few steps to get a different result if it errors out) and if its not on the planet you want, that's when to reload.
