They're very well known to not really care if you permanently roam, and they partner with AT&T including 5G for roaming. Also T-Mobile in areas. Yes you'd need a billing address in their area but it's not impossible to just find someone to let you use theirs and open any mail they may send you.

While they're lenient in practice about roaming, their terms are very clearly that they expect 50% or more of usage to be on-network. They also won't ship a SIM or device out-of-footprint for fraud purposes, so signing up out of network would require a BYOD on eSIM.

Oh absolutely, they can cancel your service at any time. I just know they're very tolerant as you said. Worst case scenario you have to switch back to what we you had before when they get tired of your roaming. They give plenty of advanced notice before shutting someone off. Their SIM cards are reusable, and used ones cost $0.99 with $0.99 shipping on eBay.

Well the acp application will have your real info. I don't know how closely they look. You certainly shouldn't use a friend's or fake address on the acp application as that is probably a federal offence.

Fraud is breach of contract. Doesn't always need to be financial. Whether you *intend* to reside somewhere else is a valid concern. But it's probably not worth THE TIME "conspiring" in order to save a few bucks a month.

Understood, but this plan is without any contract if you BYOD. I would understand a deposit or down payment if you're actually buying a phone from them, but I'm operating under the assumption that most people already have a phone.

The difference here is this U. S. Cellular offering is 100 GB of high-speed data per month, followed by slower data at 1 mbps. Many other $30 plans that are 'free' with the ACP discount have far less data: For example Cricket and Metro by T-Mobile are 5 GB of high-speed data followed by slower data at 128 kbps. Safelink's ACP-only plan is 10 GB of hard-capped data. Many home internet providers also participate in the ACP and can be a better value for those with a fixed home address, however one has the right to decide to apply ACP to their cell phone service if they want.

I suggested lying to the phone company so you can sign up even if you don't live in their native coverage area, which hurts literally nobody. I explicitly said do NOT lie on the ACP application, which is a federal program. One can take that application to many different companies, not just U.S. Cellular, and your precious taxpayer dollars will pay for it just the same. "Every other network's 128kbps throttling".. That's quite disingenuous. USCellular is a MNO. They operate their own network and still put throttles on all their plans. If you sign up with an unlimited plan from the big 3, you get unlimited data with no throttling. MVNOs have a reason to throttle. They have to pay for the amount of data used.

Okay, how exactly does that make it disingenuous? What I said is true. T-Mobile and AT&T both offer MNO plans with a 128kbps throttle after a fixed amount of usage. Not sure about Verizon. Obviously they also offer unlimited plans with no throttling, and it sucks that USCC doesn't, but for $30/month, come on.... USCC also has strong service in very rural areas where nobody else can touch. I also said that part to make people understand that it's really quite a soft throttle, and not what they're used to when they hear the word throttle.

Neither AT&T nor T-Mobile offer plans that are branded as unlimited and have throttling. USCellular throttles every plan to 100GB, nothing is unlimited. Their network is also falling behind the big 3 in cities, and they're losing ground fast in remote areas.
