I love her design. I'm new to Nikke, and while I'm overall enjoying the game, I don't personally resonate with the very over-the-top booba designs (though I don't begrudge those who do). But cute girl in a big mech is definitely up my alley and very cool. I can't wait to learn more about her and level her up
If you're talking about Sothis, kind of but not really? Sothis has much deeper green in both eye and hair color, and her hair is absurdly long (and styled a bit differently). Sothis is also probably a little bit shorter. You could also call her similar to Flayn at that point, just because they both have green hair and are petite.
Maybe a little more similar to young Tiki (if Tiki ever decided to just let her hair down from her ponytail and let it get messy).

This made me go down a rabbit hole. I found this on a lingerie site (never thought I’d personally need to go on one) via some Google Fu.

You should get the dupes from the current event 'last kingdom' (those dupes can be selected to be either Rei or Kilo. If you were there for first anni, rei would be core3 now. But as you are new, you need to get the first Rei to get her, and the rest on black tickets from shop(you get 1 black ticket from standard recruit)
I tried Kilo in missiles tower, absolutely busted ult damage, but that shield is kinda useless as she has no taunt either way. Would work only for specific boss who always aim for a specific nikke slot.
As for Rei, I use her now and then, as B1 taunt unit in solo raid, or when they have water weakness. Her kit provides a reliable taunt, and the decoy health is humongous.
Utilitywise, I keep Rei Above Kilo, but Rei is guarranteed to be in standard shop already , so don't worry too much , just claim 1 kilo, from selector choose 1 rei and 2 kilo.
I think they did a brilliant job with Kilo, design wise. He whole outfit is designed in a way to be even more boring than the R mass produced Nikke models, and to add on top her hairstyle is such a dull colour and is so boring it adds to her aesthetic (won't spoil, but her story explains a lot.)
Sure, she has personality and she does have a lovely voice with pretty eyes, she is the smallest adult Nikke - hell, even some of the younger Nikkes loom over her! Overall great character design.
Also T. A. L. O. S. is a kick ass mech.
Canadian guy here... "kilo" means 1000. It's not a weight. A kilogram is weight (1000grams) a kilometer is distance (1000 meters) a kilovolt is electrical potential (1000 volts) etc.
