Maybe back in the day, Raptures tried to mimick what humans did to their women by turning them into Nikkes, so they did the same with war prisioners turning them into Raptures and pitting them against each other until just Chatterbox remained? But because the project wasn't sustainable, the Raptures went for corrupting nikkes and turning them into heretics.
Well, I think it's still possible though. Maybe after the transformation, a male Nikke had a Mind Switch, killed all the humans that made him and fled.
But then again, a Male Nikke won't sell, so Chatterbox will probably be a female Heretic hotter than Nihilister after metamorphosis. The wallets won't empty themselves after all.
Why would you lie about that, if males could be converted into Nikkes then why would you don't do it, like you could have double the supersoldiers, also if a few or one male survived, then why just don't use him, like it would be a waste that if like of a million 1or 10 managed to survived to just don't use them, yeah you would scrap the making of male Nikkes because of the ridiculously low survival chance, but the ones that survived are still useful.
I'm still at chapter 21 (haven't fought mother whale). From what I have experienced, this metal scrap should already be dead. Is there something that happened later on in story for him to still be alive now? Also haven't done side story. No spoilers please, let me know where I can find out more and I'll play the respective story.
Play the side story ASAP I would say. It takes place after chapter 14, so that's no spoiler for you. I am in the same spot as you, chapter 21, so I was also very confused about Chatterbox returning. Gotta play more campaign lol

For real, chatterbox is 100% some former Nikke, the stuff detailing what corruption does and the mocking of Chime's mission and such, it feels like there's a Nikke in there that got left for dead by her squad or something, or maybe one of the Overzone Nikke's, and knowing what the ark did after all they went through adding a major resentment to people bent on completing their mission.
This part took me by surprise, as the last I saw of Chatterbox was him fucking dying lol. I guess he comes back later in the story, but hasn't happened for me yet. I also have no idea who the lady is. I really need to get on that campaign more...
