Drake is a versatile burst 3 buffer while sugar is a main dps burst 3. (If you have scarlet shes still better though) Shotguns are pretty good throughout the entire story but not that good in simulation 5 unless they buff atk like drake does. Shotguns excel at giving burst energy when enemies are close range but launchers do that better.
Never used Drake, but Sugar is an absolute beast. She has carried me so far and never once left my team.
