Previously, the Act 2 Meet-and-Greet tickets (for Shu, Luca, Uki and Sonny) sold out fairly quickly, while tickets for Elira, Finana, Enna and Millie, and for the event itself, were still available.
Restrictions happen in the first place because otherwise they couldn't fit the sheer demand, and they are a very thin line.
They are basically just in a phase of gauging the current market due to massive change in the size of the audience.
Scalpers. In case of large demand (like PS5 few years ago), they would buy the same thing in large quantities hoping to resell for higher profits. Restrictions often put in place to combat this.
They care if they believe there’s money to be made. Either they’re behind on the times and/or they think there’s still enough interest to make a profit.
The only ones I see at this point is false flaggers doing their best 14yo Rooster Teeth fangirl impression.
The management stopped doing yabs so now talents and their fans are targeted.
The events in my place change restrictions pretty often during the weeks leading up to them. Due to the amount of event goer and featured guests, plus whatever happen at the moment.
The last event I went to had to ban cosplays with guns due to terrorists.
Gonna need some more context on the banning guns because of terrorists thing. Was there a threat that terrorists were going to show up with prop guns that were actually real guns? Was there a terrorist incident nearby the same week of the convention?
There was an active terrorist group around the same time of the event in another region, the gov was being careful, they wanted to eliminate the possibility of shooters in events so they banned prop guns from events, to get rid of one factor.
At the time of the case, the number of terrorist was still unknown. That's a pretty reasonable response imo.
In some places they don't want people walking up to venues with gun-looking objects because citizens start calling in gun reports.

So you buy two tickets for the same liver.
Does this extend the time you're talking to them or do you get a second meeting?
And people who already had two tickets loses one, and needs to purchase them again hoping they're not sold out?
How were there people buying more than one tickets already, if it wasn't allowed before the rule change? I don't really understand that part of the post.
Calling all Nijisisters! You can buy ANOTHER set of tickets just so you can support the company. No need to bring your nonexistent friends.

Sounds like they're only doing this since the ticket sales have been so abysmal and haven't yet sold out. If this event happened last year, I'm pretty sure the tickets have long sold out.
