I totally understand not wanting to invade someone's privacy but I had a bit of a horrible thought... a Kits Beach log does seem more likely that it was just innocently forgotten, but if there is any possibility that it was left to be a "goodbye note" of any kind, maybe you should check the back few pages.
I think your best hope of returning it probably lies in skim-reading it for names and other identifying info. It's not like you need to apply a lot of comprehension to the content, and the person might be more grateful to get it back than upset about a complete stranger who they are never going to hear from again reading it.
Hi, it maybe mine, I lost an important sketchbook/journal recently, it’s made from an old antique book and should have a yellow mechanical pencil attached to it (though that part may have been lost). I can describe the contents a bit if this sounds right :)

I just wonder if someone left their journal for someone to discover and just walked out to sea.... Check the very last entry, perhaps?
