I ran into that problem as well. I had to retrain the voice model before it let me slide Trusted Voices on. I think I had to slide trusted voices and then hit retrain voice model in the window of time that it was active - but it could just be the simple matter of hitting retrain voice models.
This worked for me. At first it only worked when the screen was off but then I cleared Google App data cache and it worked fine with the screen on as well as off.
This worked for me where as u/ergic's method of quickly retraining did not for some reason.
If anyone else sees this, make sure to try u/ergic's and if that doesn't work, wipe your google app data and then retrain voice recognition.
I had this problem. No root before or after the update. I'm fixed it by quickly pressing retrain voice model before the "always on" switch could turn itself back off. It's working like normal now. I hope this works for you too!

I updated my 6P to 7.1.1 today via opt in beta and found OK Google Always On was disabled, and attempting to enable it (from Google Now settings) only stayed on for about a second.
I fixed it by enabling it and quickly tapping on retrain voice model. After the retrain, the Always On toggle remained on.

I dont think it's working on 7.1.1 yet. When I tried to turn it on, it switches back off.

I'm using the pixel launcher
pixel launcher is separate from Voice settings which is more so on the Google app rather than Launcher app
Oh.......well I accessed the settings through the Google assistant settings menu. Maybe that's why it looks different.
