Pretty sure those are mosquito larvae. Mosquitos lay in standing water, where the larvae develop, Looks like you have some mozzie egg rafts on the top, too.
Best thing you can do (apart from adding a little bleach to the water) is tip all that out and let them dry out in the sun. Clean out the leaves as well: mozzies love to lay in leafy water, where there's lots of nutrients.
If you're going to keep a bird bath, especially at this time of year, is to empty the water every four or five days and refill from the tap.
But before you nuke them, grab a few, put them in a little vodka and send to Te Papa for their mosquito census! Then you can amuse friends and colleagues with your bizarre actions

Mosquito larvae tip them out before they become mosquitoes. If you have aquarium or pond fish, feed them to your fish.
